It’s just this weird picture that doesn’t seem connected to the music, but it’s really compelling. Is it just a random thing he drew, or is there actually a story behind it (who are the characters, what is their connection to the music)? Thanks.

It’s a visual joke based on the “Help Me” scene in The Exorcist move!!! She’s possessed by “Funkadelic” who are “laughing atcha!” And everyone else… But try not to overthink this stuff or take it too seriously!!!

Thanks! That makes tons of sense given the album came out about 2 years after the movie. Had no idea.
If someone didn’t know anything about funkadelic they would most definitely think it was weird.
