That’s only a made up comic book cover from 2010. It was part of 13 songs that Chris Sims wished were comics, the ComicsAlliance Mixtape. You can see all of them here.
Talking about p-funk comic books, there’s a Funkadelic compilation that includes a comic (although in French).

Nice! Didn’t know about Dog Tales. I saw that Priestley has it on his site, but would be great with higher resolution images.
I also didn’t know that is was Priestley that made the cover to the Ruth Copeland cd reissue from 1997. I love that cover!
